Step increases can be granted to individual members of a bargaining unit or to members of the management group only in accordance with negotiated agreement. This procedure describes the responsibilities of the Human Resources Department and the employee's supervisor for documenting and initiating step increases.
Eligibility By Employee Group
Contracted Faculty
Classified Employees (greater than .499 FTE, including "grandfathered" unit members working less than .500 FTE)
Management Employees
Employees in these three categories must complete six months of employment in the new position before becoming eligible for a step increase. This guideline does not apply to current employees moving from one budgeted position to another without a break in service.
Example: A contracted faculty employee hired on September 11, 1997 would be eligible for the step increase implemented for other faculty unit members on July 1, 1998.
Example: A management employee hired on May 1, 1998 would not be eligible for the step increase implemented for other members of the management group on July 1, 1998.
Example: A contracted faculty employee hired on September 11, 1997, who moved to a management position on May 1, 1998, would be eligible for the step increase implemented for members of the management group on July 1, 1998.
An employee considered ineligible for a step increase on July 1 (or other negotiated date) must wait until the following July 1 (or other negotiated date) to receive a step increase.
Example: A contracted faculty employee hired on May 1, 1998 would be eligible for a step increase on July 1, 1999 (if step increases are implemented for other faculty unit members on this date).
Human Resources is responsible for initiating negotiated step increases for employees in the categories listed above.
Part-Time Credit Instructors/Flight Instructors
Part-time credit instructors will be granted step increases according to the criteria outlined in the faculty contract.
Human Resources is responsible for keeping cumulative credit hour records for all part-time credit instructors. A copy of this report will be distributed to department administrators at the end of each academic term. Department administrators are responsible for initiating step increases for eligible faculty at the beginning of the next term of work using a Part-Time Credit Faculty Statement of Appointment Form. (See Faculty Collective Bargaining Agreement, Articles 26.4.2 and 26.5.3.4, for step advancement criteria.)
Continuing Education Instructors
Continuing Education faculty are not eligible for step increases.
Classified Staff in Hourly Assignments
(Less Than .500 FTE)
Step advancement will be granted to classified staff in hourly assignments every other year, for those who have accumulated a minimum of 1040 hours of service since the last step increase.
