General Characteristics:
A Lead Painter is responsible for leading and coordinating the work of Painter positions in the maintenance of painted surfaces on all College facilities; insures that assigned duties are completed on schedule and are done well; schedules and assigns all work; responsible for all supplies and materials; does related work as required. Physical strength and agility are required to lift and carry ladders, hand tools and painting equipment and to work on ladders, scaffolding and knees. Workinq conditions include standing for extended periods of time, working at heights and exposure to hazardous substances.

Examples of Work:
Coordinates the day-to-day operation of the paint shop; schedules work order completion and projects; monitors the quality of work performed by painters and assures timely completion of assignments; trains painting staff.

Orders all supplies and materials; acquires quotes and bids from outside contractors; inventories and prepares supplies and equipment; prepares budget estimates for needed supplies and equipment; maintains spray equipment, spray guns, spray pots and airless sprayers; maintains system for processing and filing invoices, orders, work in process, completed work and pending work.

Prepares surfaces for painting by cleaning, vacuuming, sanding, patching and repairing them; protects surfaces and objects near painting projects by covering, protecting and masking them; brushes, rolls and sprays paint onto interior areas such as walls, ceilings, windows and trim; mixes paint colors to match existing paint or desired effects.

Pressure washes, prepares and protects exterior surfaces; brushes, rolls and sprays paint onto exterior areas such as walls, siding, curbs, parking lots, overhead beams, doors and windows; operates forklifts, boom and scissor lifts, vans and trucks; uses ladders and scaffolding to reach higher portions of structures; cleans up debris and painting equipment; maintains equipment and rebuilds it as necessary.

Finishes and refinishes wood and metal by stripping, sanding, washing, gluing, filling, patching, repairing, staining, blending colors, sealing, lacquering, varnishing and painting them.

Installs, patches, repairs, muds, tapes, finishes, plasters, textures and applies sand finish to plaster, drywall and similar materials.

Knowledge, Skills and Abilities:
Ability to plan work assignments and set priorities; skill in training and monitoring performance of staff; ability to maintain painting equipment; ability to maintain files; ability to prepare budget estimates; knowledge of paint and color theory; knowledge of and skill in all phases of painting, painting equipment, surface preparation and drywall finishing; knowledge of and skill in the operation and maintenance of conventional and airless sprayers, brushes, rollers, pressure washers, texture guns, striping machines and assorted hand tools; ability to operate a forklift, boom and scissor lifts; ability to use ladders and scaffolding safely; ability to drive a van and truck; knowledge of and skill in applying occupational safety precautions and practices; ability to read, understand and follow blueprints, sketches, technical instructions, work orders and other instructions and directions; ability to work independently on assigned tasks with a minimum of technical supervision; ability to communicate effectively orally and in writing; ability to stand for extended periods; ability to work at heights of over 50 feet; ability to lift and carry ladders, hand tools and painting equipment weighing up to 100 pounds and to work on knees; ability to use respiratory protection equipment; ability to work safely.

Supervision:
Reports to and works under the general supervision of the Superintendent of Facilities Management and Planning. Work is performed independently according to established procedures and applicable state and federal regulations. General instructions as to the scope of work and priorities are provided by the supervisor. Employee is responsible for daily operations with the supervisor available to consult on problems and policy decisions.

This position coordinates and leads the work of Painter positions, hourly employees and student assistants.

This position plans work, assigns tasks, trains, provides priorities and is available to answer questions or troubleshoot problems on a daily basis.

Minimum Qualifications
High school graduation or equivalent is required. Four years of experience at a journey level is required. This experience should include all aspects of maintaining, protecting, preserving, decorating and painting interior and exterior painted surfaces of buildings, structures, equipment and furnishings. This experience should also include some responsibility for scheduling and monitoring the completion of projects, ordering supplies and materials and maintaining painting equipment. A current Oregon driver's license is required.

Equivalent combination of training and experience will be considered qualifying.
