Purpose

This procedure describes the responsibilities of the Human Resources Department, and department managers, for assisting with cost containment. Containing unemployment costs represents responsible stewardship of resources.

Narrative

It is the responsibility of each management supervisor to assist with unemployment cost containment.

Managers are expected to respond to requests for information from the Employment Division, Human Resources, and the college's unemployment representative when unemployment claims are received by the college.  Managers are expected to participate in unemployment hearings when claims are in dispute.

Each spring term, Human Resources will ask department administrators to provide scheduling information for the following year for all academic year employees in non-budgeted positions.  Employees scheduled to return to work following academic year breaks will be sent a notice of intent to rehire by Human Resources.  This notice is required for unemployment verification purposes (Oregon Revised Statutes 657.221) and is not a contract obligating the department should future budgetary or workload problems develop.
